GRANTS MANAGEMENT SEMINARS 2003


OVERVIEW

The Federal Transit Administration (FTA) stands ready to work together with our State and local community leaders to demonstrate how cooperation and innovation can meet the complex challenges and opportunities of ensuring the vitality of America’s transit systems. The FTA Grants Management Seminars are designed with this in mind and allow plenty of interaction between the attendees and the FTA headquarters and regional representatives.

Built around the Triennial Review model, the seminars revisit transit issues and programs from planning and community involvement to identifying "best practices" for meeting Federal statutory and administrative requirements. Like the FY 2003 Triennial Reviews, the seminars will cover 23 Federal requirement areas related to administration, finance, procurement, safety and security, Title VI, maintenance, ADA, ITS Architecture and more.

Congress mandates Triennial Reviews for the more than 450 grantees nationwide that receives Urbanized Area Formula Program funds, U.S.C. 49, Section 5307. Those who attend the seminar will take home a comprehensive workbook that provides guidance on all FTA requirements. Participants will be able to use the workbook to "self-evaluate" their practices in preparation for the Triennial Review. Better yet, the workbook is a good resource guide for grants management.


WHO SHOULD ATTEND?

Anyone with responsibility for working with the FTA, preparing or managing grants, managing projects or managing FTA funded assets will benefit from the discussions. Additionally, anyone with responsibility for areas covered by Triennial Reviews will gain valuable information from this instructional seminar.

SPEAKERS

Edward Fleischman, Director, Office of Oversight - FTA.
Mr. Fleischman is responsible for all aspects of the FTA oversight programs. He has over 30 years of experience in transportation planning, engineering, and administration.

Kay Luongo, Transportation Program Specialist, Oversight Reviews Division, Office of Oversight - FTA
Working in the Office of Oversight, Kay Luongo manages the Triennial Review Program, and assists in various other oversight activities. Kay has been a manager with the federal government for more than 25 years, the last 15 with the FTA.

Subhash Mundle, President, Mundle & Associates, Inc. Mr. Mundle manages the CDI/DCI Joint Venture Triennial Review Team.

Welcome and Introduction 
FTA Requirements/ Triennial Review Process

9:00 AM
A presentation of FTA requirements in the areas of finance, planning, and administration. Specific topics will include planning requirements, financial, NTD data reporting requirements, legal, technical, satisfactory continuing control, public comment process on fare and service changes and civil rights. The session will introduce the grants management workbook, allow attendees an opportunity to ask questions on specific requirements and discuss "best practices."

The afternoon session will continue a review of requirements in the areas of administration and procurement issues including competitive procurement requirements, Buy America, suspension/disbarment, DBE and EEO Programs, and restrictions on lobbying.

The morning of the second day will be devoted to operational-related requirements including maintenance, half-fare requirements, ADA, charter bus, school bus and ITS Architecture. Question/answer periods along with case studies will be used to learn more about the requirements.

The afternoon training session will focus on drug-free workplace and the drug and alcohol testing requirements. Experiences related to the implementation of drug and alcohol testing will be reviewed.

The final session will provide for an update on FTA's Strategic Business Plan and new initiatives, including a discussion of how these programs benefit the transit industry.

REGISTRATION AND HOTEL INFORMATION

To register for a seminar, complete the attached registration form (or photocopy of the form) located in the back of this brochure and submit via facsimile to (215) 496-0980. You will receive a confirmation letter within two working days. Registration should be received no later than four weeks before the seminar dates.

There is no cost for the seminar. However, you are responsible for your own travel and hotel expenses. A block of rooms at special seminar rates is available at each of the hotels. When making reservations, mention the FTA Grants Management Seminar. The hotel reserves the right to release the rooms and cannot guarantee the reduced rate or room availability beyond the cut-off date. Attendance at each seminar will be limited to 40 participants to encourage discussion and interaction.

Registration applications will be accepted on a first-come, first-served basis. The FTA may elect to limit the number of attendees from an individual agency in order to accommodate as many agencies as possible. A separate registration form should be completed for each participant.
